How can I make it work so the URL is in hebrew, for example: 
joomlasite.co.il/כתבות/ עברית

hello Ido, 
 
with openSEF (or the new name it has now) cant put hebrew in url. 
 
a simple search in google will bring you to the right component. you can also search the www.joomla.co.il forums the explanation is there ! 
 
you first need a fully UTF-8 website&database. 
the component SH404 sef.
